    It’s not too late! Deadline for our peer learning programme extended to 31 March


    Are you implementing local climate and energy actions? Looking for inspiring examples to replicate?! Do you have plans to create a local climate pact with citizens and business but don’t know where to start? Are you a frontrunner aiming for carbon neutrality and would like to strategise with peers? Or perhaps you’re looking to improve your adaptation to climate change through nature-based stormwater management solutions? Or renovate your public buildings?

    The Covenant of Mayors peer learning programme has been designed to cater to the different needs of the above-mentioned entities. In this vein, we are launching tailored programmes targeting those at various stages of the climate adaptation and mitigation journey. These programmes will ensure participants undertake stimulating exchanges including activities such as:

    • Exchanging ideas on how to adapt to climate change through nature-based solutions

    • Learning how to co-create a climate pact with citizens and business or to develop a climate neutrality strategy

    • Getting tailored feedback and advice on their long-term energy planning

    Each of our programmes will ensure a tailored exchange between participants. Successful applicants will be offered a place on the programme that most accurately responds to their needs and challenges as described in their application.

    Who is the learning programme for?

    • All Covenant of Mayors – Europe Territorial Coordinators from the Horizon 2020 associated countries (list here), except those from the UK or those covered by another regional covenant.  

    • Non-Covenant of Mayors Territorial Coordinators from the EU, under the condition that they will complete their registration to the Covenant of Mayors 2030 before the start of the peer learning programme in June 2021.  

    • Energy agencies acting as Covenant of Mayors - Europe official Supporters from the EU and the Horizon 2020 associated countries (list here), except those from the UK or those covered by another regional covenant. 

    • Non-Covenant of Mayors – Europe official Supporters from the EU, under the condition that they will complete their registration to the Covenant of Mayors 2030 before the start of the peer learning programme in June 2021*.  

    • All Covenant of Mayors – Europe signatories (i.e. municipalities) from the Horizon 2020 associated countries (list here), except those covered by another regional covenant. UK signatories can submit applications, however, pending ratification and entry into force of the EU-UK trade deal and further definition of implementation modalities, as well as possible subsequent agreements between the EU and the UK, the costs of their participation in the programme - if selected - will not be covered by the Covenant Office, and will remain at the sole expense of the city.

    • Participation in the 2021-2022 peer learning programme is under the condition that participating signatories take the necessary steps before their first programme activity to commit to the Covenant of Mayors 2030 target.

    • Applicants that did not participate in the previous twinning programmes will be given priority.

    • Non-Covenant of Mayors signatories from the EU, under the condition that they will complete their registration to the Covenant of Mayors before the start of the peer learning programme in June 2021.

    How will cities be matched?

    We have designed 4 different programmes catering to the different needs of cities. We would like to ensure that cities get the most from their experience and receive as much inspiration and targeted guidance as possible according to their learning ambitions and the status of their journey. For this reason, we have tailored the questions in the application form to understand the status and learning ambitions of applicants. Based on these responses, we will match applicants to the most appropriate learning programme and partner.

    What’s the timeline?

    Each programme differs slightly, but the first introductory meeting for all will start in June 2021 and the exchange will last approximately 6 months or more.

    Is there funding available?

    Those programmes that include travel will provide reimbursement of travel and accommodation expenses for the city travelling up to a predefined limit. For the host city, there is a fixed amount of reimbursement possible for catering and other costs.

    Will the exchanges take place online?

    This differs slightly according to the programme. Some programmes involve travel, that should take place in Autumn 2021. Other programmes will be delivered completely online. These options will be discussed with the selected applicants and will take into account restrictions to travel or preferences of the participants due to the pandemic.
